Default Insuring our motorbikes in France

We have been in the Charante for just a year and brought our two Triumphs with us. They haven't moved out from the barn yet because we are too busy with renovating. But, I have just been told that Triumph wont issue the necessary paperwork for the French registration and thus the French Insurance unless we buy new lights and new speedos. I can understand the lights, but the speedos have mph AND kms so is that really necessary or are Triumph making the most of the situation? Does anyone know the LEGAL requirement? I dont really want to sell the bikes and get French ones but it is looking like that may be the sensible option.
