Has your taxe d’habitation gone down?
 
Amid all the talk about the taxe d’habitation reform, I see my 2019 bill is as high as ever. Even though my revenu fiscal de référence is 0.
Anybody out there noticed a reduction in their bills?
Or is any dégrèvement delivered after payment, in the form of a refund? I pay in one fell swoop, every November.

There is an article in The Connexion on page 33 regarding the 65% reduction of the taxe d'habitation.
Could your house be registered as a 2nd home?
When we first completed the registration for our house, we declared it as a 2nd home.
Go to your local tax office and query your bill.

It’s by our primary residence and registered as such.
Does anybody know whether the dégrèvement takes the form of a lower bill or a normal bill followed by an automatic refund?

Lower bill this year - down by about 200 Euros...

Ours is lower by 257euros compared to last year.
That relates to a difference of 421euros - an eye-watering difference of approx 2,700 francs saving (I still tend to relate to FF in terms of important sums):o compared to the 847e we paid in 2016 under Flamby. Say no more.........

Funnily enough 0€ for me this year, maybe due to the substantial drop in my income. On the other hand, I found an Avis de Taxe d'H for the first time ever, for the appartment which I rent out. I have duly demanded its cancellation....

How do you manage to live on 0 euros ? Or do you mean that your french tax bill is 0 ?

Mine is about half last year's, down to 80€ from around 160€. But, for the last 10 years it's always fluctuated due to low earnings - in good years when I earned a bit more the bill went up a bit, in poor years when I earned less my tdh bill was less. If your taxable income has always been very low, Helen, it could be that you already had maximum reduction and they can't reduce it any more.
But TBH the only way to understand why your bill is what it is, is to look at the calculation on the back (or the second page online). It will tell you whether each element the basic tax set by the commune has gone up or down and by what percentage, and it will tell you what reduction if any has been applied. If you have a 50% reduction but your commune has doubled the rate, you will pay the same even though the calculation is different.

I'm amazed at all your low Taxes d'H. Last year, ours was just over 900€. The village house isn't a mansion, but as said, one factor is the household income and OH had decent pensions, twice my own, so I must be classified as "low income" now. As an aside, the Taxe Foncière was slightly increased this year, a bit more than the Taxe d'H.

I have always found the automatic income-related reductions for primary residences to be very generous. What's a low income and what isn't, is very subjective of course; I know many people would consider my income low but it doesn't seem particularly low to me, it's been plenty for me to live on, and it's nowhere near low enough to not pay income tax. But the taxe d'habitation that I paid as a resident, has been around half what I would pay as a non resident. I don't know if different communes have discretion to do things differently because I have read posts in the past where folk are adamant that they don't get any reduction despite being on a low income.
For a tiny one up one down terraced cottage that is no longer my primary residence I'm looking forward to a tdh bill of 500+€ next year :-(

Mine is 1368 ... More or less the same as Tax Fonciere.

Hello first ever post. Sometimes missing a few British humour!

Ours roughly the same. My parents zero they live near montauban. I thought it was a discretionary measure resulting from the gilets jaunes. For communes to be able to give a bit back.

No it's nationwide wide and was planned before the Gilet Jaunes kicked into gear.... It was one of his election pledges if I remember rightly.

Our commune is a high tourism magnet and as such as we have self funded attractions in the commune we pay less tax anyway.

What is a discretionary measure, of course, is whether or not the commune then increases the base rate in order to compensate for the deficit that results from them being obliged to give reductions....
Eg a household used to pay 1000€ with the base rate set at N€
The commune is obliged to give them a 50 per cent rebate.
It ups the base rate to N€ x 2 and gives them a 50 per cent discount
So they are paying the same as they did when the base rate was N€.

Over-65s have always been entitled to extra allowances, and for instance on a basic UK pension or equivalent they didn't have to pay tdh. Are your parents over 65?
Not sure why communes should be giving money back to people? They have to collect money from local taxes so they can provide community services - soup kitchens, libraries, road resurfacing, street lighting, flower displays, etc etc etc. The less money they collect the fewer services they can provide. Usually, residents don't like it when local services are axed. The commune starts looking run down and eventually nobody wants to live there and it dies.
