Has anyone here heard of the company called Serbska Svaya? They propose mason work in Luxembourg and France.

Well I don't think they propose mason work in France because there is no company of that name registered in France. And under French law a company cannot "propose" any kind of work here if it has no French business registration number. Hope that helps.

The stonework on the outside of our building was all done by non-french. (I think that they were EU). They were subcontracted to do the stonework by a french company. Is that a possible way round the system?

By "they propose mason work" I assumed the OP meant, they advertise themselves as masons. You can't advertise for work in France if you're not registered to work here. As you say a non French company can take a job, the contract has to be signed beforehand, it has to state the scope of the job etc, and the workers you send have to have the correct paperwork from your own country confirming that they're going to work another EU state on a temporary posted assignment but they remain covered by your home social security system (workers S1).
But I don't think this is what the OP was actually after...
