Googling Guy Fawkes for tips on dealing with your situation turned up some rather scary links to sites I can't mention on here, so maybe they do this on purpose to make claiming any overpayments virtually impossible? You can't make a claim for something you might not have had? And if you have had it, ie overpayment, it's so complicated you won't know it, and even if you knew it, it's so complicated you can't be bothered and even if you bothered, wading through it all could take so long you might die before you get 38 francs back?
