Its interesting, over the last few years I've seen those who said "CC isn't occurring" move to "it isn't MMCC" and now move to "the money spent could be better used to help developing countries" (the Bjorn Lomborg argument).

The reality is of course, that if a government are having political problems persuading their country that money needs to be invested in renewables etc, they have no chance of persuading them that money that could be spent in-country on renewables would be better off being spent in Africa on mosquito nets, power stations etc - i.e. its all very well saying one could hypothecate the money, but the reality is it will never happen.
