Residing outside the EU and my non-EU family member to accompany me to travel to the EU country

Hi everyone!

I wanted some help in deciding for the visa I have to apply for my husband.
I am a British citizen currently living abroad (UAE).

Me and my husband want to move to Spain. He plans to study PhD and hopefully get a job in university.

I wanted to know:
if he is eligible to apply for EU family permit to Spanish Embassy in UAE? As we want to enter Spain together.
