Post again in the Rest of World - Africa forum, this is the Europe section. I think you'd have to apply to the Cape Verde Consulate/Embassy in the UK for the correct Visa.
Speaking Portuguese, DD2 worked in Mindelo, Sao Vicente for 2 years and enjoyed it, but she returned to Europe as, living on such a small island and a long boat-ride away from one of the airports in the archipelago, she felt claustrophobic.
Have you visited the islands already? Which one are you interested in? Santiago (Praia) is the most dynamic, from a permanent resident's point of view.
If you're retired, you should bear in mind that the health system won't be what you're used to, and think to the future when one of you might become ill, or worse. How would the other partner cope? Usually, only "tourist" English is spoken and the dialect is difficult even if you know Portuguese. For visits, it's a 4-hour flight from Lisbon....
