If a backpacker is qualified and has the right to work then yes.

if you have a work visa be it tempory or not your classed as a resident and can apply for an artc which will be needed for a licence application

This thread has gone way off topic. The main point I was trying to make is that you don't need permanent residency to apply for an ARTC.
