Regulation on electrics in Spain.

Hi, I used to live in Spain and have a friend still living there who needs some advice please. She has had some problems with electrics in her old apartment, while she was in hospital a friend called an electrician in to sort out a problem. He , for reasons not given , said the electric downstairs were dangerous and removed the cabling and sockets from the walls and announced it needed replacing . She has now been living in the apartment ,herself disabled , for six months with no power downstairs, apart for one plug in the kitchen and an extension cable.
She has been unable to afford to get this rewiring done until now. She has been quoted quite a large figure to re-wire a the simple two bedroom apartment and been told that due to new regulations the cable sizes have changed and the old conduits cannot be re-used , so all new channels in the walls will be needed. Is this true? :fingerscrossed: hope someone can advise us.
