Qualifications for New Zealand EOI

Qualifications for New Zealand EOI
Hi All
We are just filling our EOI for New Zealand and I wanted to check:
* can we submit the EOI without having received confirmation of assessment by EWRB? or
* do we actually need the provisional licence or is the confirmation of the assessment enough?
Rob is an SJIB approved electrician, qualified by apprenticeship rather than a City and Guilds.
Any advice would be welcome.
