National licensing delayed until 2013
National licensing reform remains a priority for the Council of Australia Governments (COAG) government and business leaders but the roll out will be delayed until 2013 due to the complexity of the reform.

COAG announced at its April meeting that given the complexity of the reform, the first wave of national licences including electrical, plumbing, gasfitting, property, airconditioning and refrigeration occupation will now begin in 2013, not July 2012 as previously planned. A new commencement date is yet to be determined.

There has been significant industry input in licensing policy development and continuing cooperation between jurisdictions on implementation issues including drafting the legislation and regulations.

Progress to date includes:

passage of the Occupational Licensing National Law in most jurisdictions
appointment of the Board of the National Occupational Licensing Authority (NOLA)
agreement between NOLA and the New South Wales Government Licensing Service to provide a national licensing register.
Regulatory Impact Statements (RIS) for each NOLA occupation are expected to be released for public comment in the first half of 2012, and COAG has committed to work toward agreement to the framing legislation and regulation by the end of 2012

In the lead-up to the commencement of the reform, COAG will consult stakeholders on the options contained in the RIS and raise awareness of the reform.

I got this through in an email a while back, doesn't surprise me that it's been delayed given that nobody seemed to have heard of it. It does look like there is a genuine commitment to the scheme from all parties though which can only be good in my opinion.

Hi Steve

We are in Melbourne and we've been here 6 weeks and my hubby can't find work! He's got the L Grade licence but he's got to work for someone supervised for 12 months before he can get his A Grade licence which he doesn't mind doing BUT no one seems to want to give you a job unless uv got the A Grade !!
Do you know if it's possible to go to another state and get the licence then come back here and transfer it to a Victorian one ? As far as we know you can't do that, also if you have got any advice as to how he can get a company to take him on we would appreciate it, it is very frustrating as he had 29 years experience in the UK !
