Renting out your holiday property

Hi...need some input on a couple of queries...if anyone can help please:

Rented quite a few times off UK people who own holiday properties in Cyprus, so as we're thinking of buying one ourselves, thought we too could rent it out when we were not using it (as we'd only be there no more than 2/3 months a year). However have read that if you are not a resident you cannot rent out your property to holiday makers (only to locals)?? So are hundreds of people breaking the law...and if so is anyone ever prosecuted??
Cost of living - for an average 2 bed appt...(Paphos region) would could we expect as annual cost (ie, water, electric, rates etc) based on someone living it all year round.
