I can not comment on diabetic care but the heart health care has been excellent . I use a small hospital at Polis and see the cardiologist each year for a check up , this year he found a bit of a problem so arranged for me to go to Limassol hospital for an angiogram , the appointment only took a few weeks .

You have to make sure you qualify for public healthcare first. In my opinion this is essential, because a lot of people are required to take private health insurance that can be costly if you are on a budget. The Cypriot system doesn't work like the NHS unfortunately.
Said so, private health care is usually much cheaper than in the UK. You can see a specialist for 40-50 euros.

In public hospitals you'll need to wait 8 months to close an appointment to see hepatologist in Paphos general hospital, he also is specialist for diabetes, as he is from Limassol and coming only few days per week to Paphos to see clients. And with the crisis, the budget government provide for public healthcare became very tight. For me the solution is medical insurance, they do pay doctor visits as well.
