visa vignette already exspired

Hi, Lets hope you can help,
A friend has just received his visa / passport back from the home office for his travel to uk from brazil, slight problem is the visa vignette expired on 03/03/2019 but he only received it back on the 11/03/2019. what can be done about this?, its wrong if he must pay again to extend it and i can not find where to ask for extention, HELP.
