Yep. As somebody that's worked in immigration (albeit another country, not the UK), the majority of delays were down to third parties. Particularly if dealing with certain countries! So please don't blame the HO, your immi officer is I'm sure doing his/her best to process your case in a timely fashion and it's probably out of their control.
