Called UKVI: 6 May and they said decision was made.
May 19- Got the text passport is ready for collection
May 20- Picked up passport.
Visa rejected because IELTS requirement not met. Said the IELTS tests provided was academic and not valid for UKVI.
9 weeks / 38 working days till passport ready for collection- this is with priority service used in Dubai.
