UK Spouse Visa processed in Norway

Hi, I am a resident of Norway holding a Philippine Passport, I would like to ask if it is easier to process a UK spouse visa in Norway? or better to process here in the Philippines? aside from it is quicker to get a dicision in Norway (10days)
