UK spouse visa for Filipino wife

Hi,
I am a British citizen planning to move to Ireland so that I can get my wife there with me as a EEA spouse and then eventually we can move back to the UK through Surinder Singh way. My wife was born in the Philippines so she has a Filipino passport. We have been living together in Manila for several years and I would like to return to the UK. It has been too difficult trying to find a job in the UK and time it with visa applications and all that is necessary to do. We have recently found out that I don't meet the income threshold requirement. Can I apply for her to have an EEA family visa under Surinder Singh route? The EEA family visa form is very confusing. Please guide me so that I know what I need to be doing while I am in Ireland to fulfil the requirements of this particular arrangement. Some sources suggest that I should be employed in Ireland for at least six months:

However, the UKVI caseworker guidance states:
There is still no minimum time period that must be spent in the host
member state and all cases must be assessed on their own merits.

We do not want to be refused on similar grounds:

How long should we plan to stay in Ireland for? Is it six months minimum (rule of thumb)?
We seem to meet all other criteria. We both signed a lease for our first house together in November 2013. We have evidence of us travelling overseas together and a joint bank account through local bank. Also we have many photos and facebook posts together.

From start to finish allow six months, get employed as quickly as possible & be in that employment for at least three months before applying for the family permit.
From the time you arrive, get settled, do all the things you have to do, find work - it will take six months
