U.K. Spouse visa from Paris

Hi.
Has one recently applied for U.K. Spouse from Paris France?

Just wanted to know what are the application processing times.

Very quick decision made email received on Thursday. It's been only 10 days since we applied for the spouse visa.

I'm very anxious. If the application is refused do they refund the NHS fees before the document and decision or after?

Any opinions will be appreciated.
