Question Taking time after decision made

We have applied for a spouse visa. Rang them up early morning on the 10th of September and a decision was made less than 24 hours ago. However, they are saying we will receive a 'decision made' email next Monday, the 17th, and perhaps the passport after that. Does anyone have any experience with this, as to why they need a week to send out a 'decision made' email even though clearly on the call, they said a decision has been made? Can this be considered a positive sign? (in case of a visa refusal, it would be a straight no, and passport returned back straightaway?)
