Default Surinder Singh for EEA spouse

The Surinder Singh is described as being applicable to a UK citizen and non-EEA spouse (see Surinder Singh : British Expat Wiki). Can it also apply to a EEA spouse, if all other conditions are fulfilled?

Why would an EEA spouse require Surinder Singh? They would already have Freedom of Movement.

... for example, if the spouse doesn't qualify for Permanent Residence through "economically inactive" (stay-at-home) and has been without comprehensive sickness insurance. Cases such as:

there are cases of EEA spouses who do not qualify for Permanent Residence through being "economically inactive" (e.g. stay-at-home) and not having comprehensive sickness insurance. My question concerns such cases
... but where they meet Surinder Singh conditions, having resided together in non-UK EEA country

In short, no. If your EEA spouse is likely to be self-sufficient then simply ensure he or she has CSI at the end of their first three months in the UK.
