I don't understand what your situation is.
On the one hand you say you have applied for a UK spouse visa while in Mexico, and then you say you are planning to get married in the UK.
If, as you say, unregistered marriages in Mexico are not recognised by UK immigration law then you are not going to get a spouse visa.

Hi,
we had same kind of question to our lawyer and also asked this question to UKVI, they strongly didn't recommend to do that as spouse's application might be cancelled because of that. Plu one can collect the vignette with a stamp only in the same country where them did apply from. You can check it up on the Home Office regular updates on UTube. She would have to go to Mexico anyway.

Thought the whole idea was to allow people to travel to other countries when the UK visa is in process.

But once you will know that decision is taken you will have to go back to collect the vignette. I also tried to ask for the possibility of collecting the vignette in Turkey, but this doesn't work sadly. Although that would be much easier for everyone.

If the application is made in the UK, then you definitely cannot leave the country as the intention to make UK your home is contradicted.

That's absolutely right, we also picked that option and currently awaiting for the decision in some other country (Turkey )

Since we opted to keep her passport, we can meet in another country. Morocco or Turkey for where she doesn't need a visa. We could apply for a visitor schengen visa and meet in Ireland or Gibraltar. If her spouse visa is issued when she is in Ireland, can we get it stamped at the VFS centre in Dublin?
We plan to get married in the UK under UK law as marriages in Mexico are not recognised in the UK unless registered.
What I am reading online is that if we apply for a visitor visa, it would defacto cancel her spouse visa application as the Home Office has one application at a time rule.

Who told you that marriages in Mexico are not recognized in the UK? That’s false, both countries are part of the Apostille Convention, therefore the only thing you need to do is to get the Apostille in Mexico, you don’t need to marry again, better said they won’t get you married again. You could have a ceremony if that’s what you want but legally you’re already married.
The option of keeping your passport is to alloy you to travel as some people need to travel for work or even holidays while waiting for the response. But once the decision is made you need to take the passport back to the same place where you started the process.
