Default Spouse Visa Strange Validity Period

My wife was granted her spouse visa this week. I took a look at it and it's only valid for a period of 1 year, 9 months.

Is that normal? On the UKBA website for spouse settlement (link) it says that if applying after 9th July 2012, which of course she was, she would be granted 2 1/2 years, then need to reapply for another 2 1/2 years.

So by only getting 1 3/4 years on the first visa, we'll need at least 3 visas before she can apply for ILR.

Any ideas why they'd only grant this amount of time?

We'd applied on basis of savings and other income (rent from a UK property). With or without the UK rental income we'd have met their requirements.

Please ignore this post. I shouldn't do date calculations on Chinese New Year, following a very festive CNY Eve

If a mod could delete it that would be splendid because as far as I can tell I can't delete it.
