Will they accept an electronic signature or does it need to be original? If an electronic one is ok, then you can do that on most programs (i.e. Adobe for PDF's), your wife needs to sign a piece of paper and then scan it in and add it as a signature file.

Or your wife could just make her own complaint, which may be easier if she's the applicant.
