Your father would need to apply for a Family of a Settled Person visa, as a dependent adult. Have a look at this link for the criteria he, and you, would need to meet https://www.gov.uk/join-family-in-uk/eligibility
I believe that this is a difficult visa to get.

Sorry for misunderstanding! I don't know if there's a special process for visitor visas for citizens of Pakistan, hopefully someone more knowledgeable will be along to help you

He applies for a standard visitor visa:
https://www.gov.uk/standard-visitor-visa
He either has to provide evidence of having resources to cover his visit OR you have to provide evidence of paying for his visit.
Show how his accommodation/day to day living expenses will be covered.
