Question about Surinder Singh Route
 
Hi

If I move to another EU state, lets say for 6 months, where I become liable to pay tax on all worldwide income, would this be classed as "economically active" under the Surinder Singh route?

Hmmm, I'm not sure what your statement above means. Where does the world-wide income derive from? To use the Singh route, once s/he is settled in the EU country, the British citizen must either work at a job in the country, or establish a business there if self-employed.

The Guidance is here, with section 2.5.1. (on page 8) covering the definition of "exercising treaty rights" for the purpose of Singh.
