all,
i am thinking of going with fiance to british embassy in istanbul as been waiting 2 weeks after submitting my passport
would they allow my fiance with his british passport to go inside and perhaps explain the situation in hope of having the passport back sooner

The British consulate-general in Istanbul doesn't involve itself with UK visa applications. Your fiancé can go and try but I doubt you'll get much joy.

also few other people said their visa has been issued at local consulate
what reaction do you think fiance gets if he turns up at consulate?

after asking tls, passport goes to consulate rather than sheffield following submission when using pass back service so they stamp the visa in there
also few other people said their visa has been issued at local consulate
