Exchange driver's license, admitted under EEA regs

Hi all. My husband holds a license from a "designated country" as indicated by the DVLA which means he can exchange it for a full British license. However, will he be able to exchange it if he is admitted under EEA regulations (admitted for 6 months) or will the DVLA require a residency card for the exchange?

They may be satisfied with an EEA Family Permit. The best thing would be to ring them and ask.
