Exchange driver's license, admitted under EEA regs

Hi all. My husband holds a license from a "designated country" as indicated by the DVLA which means he can exchange it for a full British license. However, will he be able to exchange it if he is admitted under EEA regulations (admitted for 6 months) or will the DVLA require a residency card for the exchange?

TIA

They may be satisfied with an EEA Family Permit. The best thing would be to ring them and ask.

Thank you. My husband did ring and the lady wasn't so sure but she said "so long as there is a visa or some acknowledgement from UK immigration it should be fine".
