Changes to the English requirement in October

Hi, I just wanted to ask a question about the changes coming up in October. I know that the requirement goes to B1 but is this for leave to remain only or does it affect leave to enter?
My application to bring my wife over will be going into the ukba in the next 2 weeks, as my wife has an A2 certificate I'm a little worried she will have to take another test if we don't get our application in before October.

The higher B1 level is for settlement and naturalisation not for leave to enter which afaik remains at A1.
