Ceremony Fee question

I am curious to find out whether anyone applying through Form ARD/CBD had the Ceremony fee withdrawn, but an unsuccessful application?

I can't answer your direct question as my app was successful, but my impression from haunting UKM threads over the years was they will take your ceremony fee out in the beginning and refund it if the app is unsuccessful.
