Attend a citizenship ceremony inside or outside UK
 

My friend's question :
He is applying for citizenship outside the UK, and he is waiting for the citizenship ceremony outside the UK.

In the meantime, he wants to enter the UK in June.

The question is:
1. He is able to attend the citizenship ceremony inside the UK ?
2. How to let the home office arrange it ?
