Default After EEU-FP next?

Hello all,
I am a UK citizen - husband
My wife is Chinese non EEU citizen

I recently exercised my economic treaty rights in Germany for 3 months, and as such, my Chinese wife was granted an EEU-FP, which is entry clearance to UK.
Her EEU-FP is valid for 6 months, from last week.
We are now in UK for almost 1 week.
So does she need to put in an EEA2 application?

When I read the guidance on EEA2, the wording is (not surprising) a little confusing.
It reads,
1/ WHO CAN APPLY ON THIS FORM.
Non-EEA or non-Swiss national family members of EEA or Swiss nationals, exercising Treaty Rights in the UK. can apply for a residents card on this form.


So here lies my confusion.
I am not exercising my economic treaty rights in UK, I exercised my 3 months economic treaty rights in Germany.

Can some kind soul, please clear up my confusion please.

Via the Surinder Singh route you are exercising your treaty rights when you move to the UK from another EU country, which is the reason your non-EEA spouse is able to obtain an EEA Family Permit.
