Would it be safe to follow up a potential new job in Hong Kong or are others seeking to depart because of the virus?

You should follow up but whether you will move is another matter.
Schools in HK are closed until March and honestly, I think that is very optimistic. I would suspect May would be more realistic for things getting back to normal.
But follow up, take the interviews (online) or whatever. You can always say no later when you have better information available.
For reference, this is the SARS pattern we saw last time. We have quite a way to go....
