Wilson gave that speech at the 1963 Labour Party Conference. The Conservatives had been in power for 12 years and were very bad shape everybody knew Wilson would win the next election. Profumo was shagging tarts, the western world was captivated by the changing of the old order and Britain needed more scientists and universities which would have to be expanded accordingly. Given the commitment of the future socialist government for state spending on science and technology it wouldn't make much sense to leave the UK if you were one.

I would've voted for more hanky-panky in government with KGB linked call girls.

Personally, I would always wait to hear what the opposition leader has to say at the Party Conference before making trivial decisions about where to spend the rest of my life.
