Default when do we fill in I85?

we are planning on arriving in NS at the beginning of March having sold our UK home and given up our jobs here.
We are on the NSNP route and have nomination, we are now just awaiting meds and have decided to arrive as visitors in NS and look for a home and jobs.
We are lucky that we both have interviews for when we arrive.

I am trying to decide when we should fill in our I85 form for the Inland Rev because until we get a job and a TWP or PR we are effectively visitors in Canada.
We would like to have the best chance of a tax rebate but also we dont want to do it too soon, if its better to wait until we have either a TWP or PR.

Does anyone have any advice as to when we should fill in this form?
