Bylaws can be a bit odd, around Peterborough you need 10 acres but there's an exception allowing one horse per adult, used for transportation(!), on less. There's also grandfathered usage and that may allow horses on less. You have to be a bit careful if you think you may want to have large animals.

Sorry, I don't know. If there is, the by-law appears not to be enforced. A half-acre back yard seems to satisfy some people as an appropriate space for a nag, though most have at least a couple of acres.
