You can definitely do that at Niagara on the lake. We did just yesterday, parked up on the road by one of the many hotels, walked up and down the street whete there are many places to eat and drink, then wandered down to the lakeshore where there are more hotels and bed and breakfasts.

East end Toronto. The area called the Beach. Airbnb between Queen and the lake. Boardwalk along the lake goes a good long way and has benches, coffee and ice cream stands. Queen St. has umpteen cafes, bars, restaurants, book shops and pubs; one's called the Lion, Lion on the Beach, geddit?.
Am I in the wrong part of the Boardwalk?
Lausanne's better, of course, but you asked for Canada.
I have to say that New Glasgow in NS looks not far off and not just in distance. Makes me think of Saltford!

I especially like having lunch and some beers on the terrace of that restaurant overlooking the falls, close enough to feel spray.

That's the boardwalk, there are some ice cream and coffee stands along it. One block up is Queen which is a busy commercial street. East from your picture is the Balmy Beach Club which has patios and a view of the beach volley ball.
If you really want to get what's in your pictures in North America then the Porto Fino Bay hotel offers exactly that while the lobby of the Venetian hotel offers something similar but indoors.

Dare I suggest downtown Kelowna? Its not old fashioned like your photos but it has a beautiful lake front, beaches, park, boardwalk, yacht club, bars, casino, restaurants, shops, pubs, clubs, a statue of Ogopogo even;
if you stay in one of the hotels near the water everything you need is within walking distance along the lake and in the downtown core.
As long as you stay away from Leon Avenue.

At first look I'm not seeing anywhere obvious to eat/drink while looking at the lake but I'll have to look more.
I could even drop in on stinkypup!!

I think one of fundamental problems in all of this is the fact that the OP doesn't drive and is reliant on public transport which is sparse and inconvenient often to get to the places he is seeking. Bar Harbor ME might tick off some boxes but is probably hard to get to.

The last two times I did the Falls, I booked a taxi from there to Hamilton airport to return to Moncton, so that would be a possibility...except I don't think there are flights between those two airports anymore.

British seaside resorts where everything is compact and includes a pub at the harbourside; balcony or terrace overlooking the sea; benches on the sea front.
The Mediterranean or Greek Islands, similarly compact places, restaurants at the water's edge, promenade, a bit of interesting architecture. Palma. Rhodes Town.
Lakeside places like Bowness on Windermere or those picturesque towns on Como and Garda. Or Annecy.
Bar/Cafe lined Marinas like Marbella, Saint-Tropez, Portofino, Kos Town...
Dawlish or even Bourton on the bloody water.
Is there anywhere like this in Canada? Somewhere to spend a few days relaxing with a view, but still within civilisation, an expanse of water, easy to get to (without a car), somewhere with everything you want within a couple of hundred yards walk?
I had thought the boardwalk on the waterfront in Halifax but it looks too much like docks except for a very short stretch. Google streetview and images I can't see any part of Vancouver that looks vaguely like European seaside towns, not even a Lyme Regis.
I know at various parts around Lake Ontario you could believe you were looking out over the sea but I'm not seeing anywhere there with a couple of hotels and a bar/pub/restaurant selection.
Is there anywhere that fits the bill?

Good beach, pub/restaurant on the beach, lots of little shops, ice cream places etc., a couple of small hotels.. some B&B type of places.. you can go on a boat trip on a sailing boat or a motorised catamaran - out on the lake or up the river.. fish off the pier.. eat fish n chips .... or a hot dog
(Don't go on a Friday 13th unless you are into bikes though!)

A cab will be mega expensive, even from Hamilton (it's around $200 one way from Toronto airport via a shuttle)
(Turkey point also has a good beach - a motel, pubs, beach goods shops etc., but not much else - though it's flat and you could ride a bike to the Marina and The Jetty pub (from one of the other 2 pubs on the water, lol)
I've never been there but I'm told Port Stanley is also good for this.
Oh and don't forget Wasaga Beach! https://www.wasagabeach.com/ The longest freshwater sand beach in the world, reputedly!) http://wasagabeachtourism.com/home - Lots of bars, motels, hotels and everything you could need (including hordes of 19 to 20 somethings over the summer vacation...) but you could go to there on a bus too from Toronto - then it's about a 20m walk to the beach strip from there.. but there is transit - you can also get to Collingwood or Barrie from there by bus https://www.wasagabeach.com/transit
