Visitor Visa---Please help

I applied as an independent immigrant to Canada from US in August 2001,when I was on h1b in Aug 2001 and is currently under assesment.But I have now returned back to India and my processing is still going on in Buffalo Consulate.I dont know if I will get visitor Visa
to enter US for the interview?I saw in some posts that the
US rejected even visitor visa for immigrants to canada who want to come there just for interview.
Should I transfer my file to New Delhi?Is that the only way left?

Unless you are confident that you can get a US visitor visa you had better transfer
