Normal snowfall for Regina is 1.7 m , the new record was set in 2012/13 and that was 1.98 m , nowhere near 4x .

Now that you mention it, I was looking out at our last blizzard and as well as side to side the snow was 'falling' up as well.

Sooner or later it would have fallen back down. Perhaps it gets counted twice.

Nope, only what stays in the gauge. With rain, we only say it was a hard rain if it rains, bounces up a few feet, then falls again.
