Yes it's true. In fact it's actually against the law to laugh unless you have the proper permit.

And you've got to get provincial permits too. The only place you're allowed to laugh with a federal one is in the House of Commons, Ottawa.

My OH has an aunt who lives in Parbold (near Wigan). She's quite comical too. :unsure:
