Time Frame for PR App Processing

Hello everybody,
I was just wondering if the time frame for getting a LOAck,LOAssessment, etc. varies for different applicants for the same period.
I ask this because after having gone thru several posts of applicants who applied end of Nov, 2001, I learnt that they got their LOA by 10th of Jan, 2002 (less than 2 months), whereas I had made an application in late August, 2001 and got my LOA in end of Nov (more than 3 months).
Is it that the Sept 11 attack may have caused the delay?
Also, although 30 weeks from Nov 2001 comes to June-July 2002. Is it actually going to take that long before I get my LOAssessment or I may expect it before April 2002
