I would also be concerned about the income without the payslips and T4. If no tax was deducted, or if it was and not reported to CRA one should be proactive, not have CRA coming after you. It may or may not add a complication to the immigration process if you end up in a tangle with CRA.

The mention you make about dodgy people running the show would be a concern too.

I would for sure file the complaint, as it has already been said you need to be proactive ensuring you comply with taxation rules etc is a very important part of the immigration process IMO
