speeding up application?

This may be a daft question but... when submitting an emigration application do you have to submit to the embassy in your own country ? i.e. UK = London or can you submit to Paris for example - where it seems they have much quicker process times?

might be better to ask this question in the immigration forum as there are ex-cic officials there who could probably answer that one.
