I don't think this article says quite what you hope it does. I think the subtext is that Keane wants to have an onshore sweatshop but, despite recruiting people from India and China, it can't keep them in Nova Scotia. I assume that's because the place is too unicultural.

Nova Scotia or Canada? Someone once told me about the post-citizenship migration south, I've often wondered if there was any truth in that.

Strange, I've been told by more than one person over there that Keane in Halifax categorically do not employ workers without the existing right to work in Canada i.e. no work permit sponsorship...
