Default Social insurance number

Husband has his COPR but hasn't landed yet, he is here in Canada as a visitor for the next couple of weeks, when he will land properly. Was just looking at the Service Canada website about getting a social insurance number - does my husband need to land first before he gets his SIN, or can he do it now? We don't have a car yet, so I don't want to waste a trip!

The website says he needs permanent resident card or COPR. He has COPR but hasn't activated it yet. It's not a problem to wait, was just thinking we could kill two birds with one stone and do both of us today while we are in town.

COPR needs to be stamped and signed, which will happen when you land.

Canada Revenue wanted a tax return from me when I was just a visitor and they wouldn't process it until I had applied for a SIN and been given a temporary one.

If there's just a short period between 'now' and landing I don't suppose it will matter to wait and get the permanent SIN.
