When and where did you apply for a SIN that you had to get the numbers sent to the office in a letter? Surely you get your SIN there and then at the Service Canada counter. Previously you'd have had the card sent out later on, but your "letter with the Sin numbers on really" should have been given to you at the time.

and in fact there will be no SIN card issued anymore,as per another thread in this forum, so I wonder if you don't need to provide an address any longer

Calgary, AB. They didn't issue them at the time - don't ask me why, I don't know. They did their best to be helpful but looked a lot like bureacracy for its own sake really.

Except that the process is much more difficult, requires sending away original documents, etc.

I would think it simplest to visit a Service Canada office with Confirmation of Permanent Residence. As someone else has said, they may be able to hold the letter at the office, or they might even take a foreign correspondence address. Once they've seen your proof of ID documents, they normally issue a SIN immediately.
