Right of Permnant Residence fee?

I just got the document stating that they want me pay the fee for RIGHT OF PERMNANT RESIDANCE FEE..
Is that mean that Interview is waived off?

i already submitted the Medical and Police certificates from my country and current country.

But still there is no interview.
