My brother has 6 years of working experience as an electronics engineer, but for last one year he has been working in computer field (i.e. C++, JAVA Web Developments etc.). Can he still apply as an electronic engineer instead of computer programmer?

I faced the same dilemma.
To be an electronics engineer in Canada he would need to take some technical exams. If he has enough points as a computer programmer, then that is the way to do it. That's what I did, and on arriving here I had three job offers within two weeks of sending my resume to recruitment agencies. My starting salary was 53,000. Thinks Mr. David Cohen & Mr. Jim J. My broter is scoring 69 as computer prigrammer and 73 as electronics engineer. That is why I am biased for going for electronics enginer. As you mentioned that visa officer may need to have evidence that he (my brother) still maintains the skills of electronics field. I really do not know how can he convince the visa officer? Is there any way to do it I mean tests/exams etc..
