For Canadian and Permanent Residents in Canada

do PhD students pay same fees are international students?

will the government help financially in PhD research?

No, the government does not help with PhD research ...... support of graduate students is generally by research grants to the supervisor, teaching assistantships, and possibly some money form the university department.

International students usually pay higher fees than Canadian citizens or PRs, but this might vary by university or department.

Google the university(ies) that you are interested in, and see what their policy is.
